Most large problems were small once. A single unauthorized structure becomes a settled dispute once neighbors treat it as normal. A patch of illegal clearing becomes a highway once the access road exists. The pattern holds across almost every domain satellite monitoring gets used for: the earlier you notice, the cheaper the fix.
The reason small changes go unnoticed is rarely negligence. It is usually that nobody was looking at the right place at the right time. A site visit schedule of once a quarter will miss anything that starts and finishes between visits. A general awareness of "keep an eye on the area" without a specific comparison point has no way to notice a gradual change, because gradual change is exactly what habituation is bad at catching. If you see a place every week, a slow shift over months can look normal by the time you'd otherwise notice it.
This is the core argument for systematic, scheduled comparison rather than occasional, informal checking: a system that compares this week's image against last week's has no habituation problem. It either sees a difference or it does not, regardless of how the change built up.
Three things have to be true for early detection to actually work in practice:
The practical case for early detection is almost always economic, not just precautionary. A small unauthorized clearing is a conversation; an established one with infrastructure built on it is a legal proceeding. A leak in a levee is a repair; a breached levee is a flood response. The cost of addressing a problem rarely grows in a straight line with how long it has existed. It tends to grow slowly at first and then very quickly once the change becomes established or compounds on itself.
Not everything deserves the same monitoring attention. A reasonable way to prioritize:

How often does an area need to be checked to "catch things early"? It depends on how fast the change you are worried about can become established. A slow-moving risk can tolerate a weekly check; a fast-moving one needs daily.
Is more frequent monitoring always worth the cost? Not necessarily. Match the frequency to how quickly the specific risk can compound, using the framework above.
