Satellite-based monitoring and physically visiting a site are not competitors trying to do the same job better than each other. They are genuinely different tools with different strengths, and understanding where each wins is more useful than treating one as simply an upgrade over the other.
Scale. A single monitoring setup can watch dozens or hundreds of areas simultaneously, at a cost that does not scale linearly with each additional site the way sending a person does.
Consistency. A satellite pass does not get tired, skip a scheduled visit, or vary in how carefully it looks depending on the day. The comparison it makes is mechanically the same every time.
Access. Areas that are remote, hazardous, across a border, or simply impractical to visit regularly are exactly where satellite monitoring adds the most value. It can watch places a person realistically cannot get to often.
A dated, comparable record. Every satellite pass creates a timestamped, geographically precise image that can be revisited and compared later, useful for a historical record or a dispute, in a way an informal site visit note usually is not.
Detail below satellite resolution. A person on the ground can see things a 10-metre pixel cannot resolve: a specific piece of equipment, a sign, a small but significant detail.
Context and cause. Satellite monitoring tells you that something changed; a person on-site can usually tell you why, by talking to people, checking records, or simply looking closely.
Immediate, definitive verification. A satellite-based alert is a strong hypothesis, not a certainty. Cloud shadow, sensor noise or a model error can occasionally produce a false alarm. A site visit resolves that ambiguity immediately and definitively in a way no remote system can.
Anything requiring a human decision on the spot. Confiscating something, serving a notice, making a safety call, these require a person physically present, and no monitoring system replaces that.
The most effective setups do not choose one over the other. They use satellite monitoring to narrow an unmanageable number of possible places to look down to the small number that actually warrant a site visit. Can satellite monitoring completely replace site visits? For most consequential decisions, no. It narrows where a visit is worth the time and cost, but confirmation and action generally still require a person.
Is manual monitoring ever the better choice on its own? For a very small number of easily accessible sites, informal manual checks may be sufficient. The case for automated monitoring grows with the number of areas and how hard they are to physically visit.
